Stimulus Funds for Educational Technology (Title IID: Enhancing Education Through Technology)

 
State Educational Technology Funding will be allocated through the existing NCLB Title IID Enhancing Education Through Technology Grant. 

            Goals of the IID program: 

1.      Increase technological literacy** of students by the end of eighth grade

2.      Increase capacity of teachers to integrate technology into teaching and learning

3.      Increase student academic achievement through the use of technology to enhance learning

Schools and districts will be held accountable for reporting improvements in student academic achievement, increased capacity of teachers to integrate technology into teaching and learning and technologically literate students by the end of eighth grade.  NOTE: We should also expect additional reporting requirements for the stimulus funding.

For the first time in many years, regular Title IID funding under NCLB was not eliminated in the President’s budget. It has been made clear that with the stimulus funding, there is a need to clearly demonstrate that federal Ed Tech funding is making a difference. Across the US, states are collaborating on focusing the stimulus funding on 21st Century technology rich classrooms and professional development. The end goal is to have students who have attained 21st Century Skills, teachers have access to 21st Century professional development and the effective instructional strategies for engaging students using educational technology. There is an expectation that we are more targeted programs with targeted professional development that changes the way that teachers teach and students learn.

Recipients of Title IID Enhancing Education Through Technology funds must: 

  • Use at least 25 percent of funds to provide ongoing, sustained, and intensive, high-quality professional development in the integration of technology that is based on a review of relevant research. Professional development should focus on the integration of technologies, including emerging technologies, into curricula and instruction. 

  • Use funds to support the development and implementation of lessons aligned to state educational technology and academic standards by integrating technology into instruction to enhance and extend student learning. 

  • Implement performance measures to determine the effectiveness of instructional technology programs funded under Title IID to determine:

·        The extent of integration of technology into the curricula and instruction in all schools to enhance teaching and learning.

·        The percentage point difference in Internet access between classrooms in high-and low- poverty schools.

·        The percentage of teachers who meet their state technology standards.

·        The percentage of students who meet state technology literacy standards by the end of the eighth grade.

·        Any additional reporting requirements that are yet to be determined by the US Department of Education.

 The remaining funds are to be used to carry out other activities consistent with the purposes of the program and the district’s Technology Plan and Continuous Improvement Plan. 

ODE Preparation Grants to Districts:   

·         based on updated information from the USED (May 5, 2009) regarding accountability and transparency requirements, the 100% of the Title IID ARRA funds will be allocated to districts through a competitive grant process.

 

 

SEA Activity:

 

·  SEA activities will include expansion of the Oregon Ed Tech Professional Development Cadre and Regional Mini-Cadres, Professional Development for Leadership, and opportunities for Educators to learn about the impact of educational technology on student achievement, attaining Oregon Diploma Essential Skills, and successes in closing the achievement gap.

·   EII will continue to work with the State Educational Technology Directors Association (SETDA in developing a plan to:

o  Create a database of information needed for sharing with both state and federal legislatures.

o  Share data and learn from each other

o  Facilitate discussions around areas of focus and areas of need.

 

o  Assistance with evaluation - Identify key measures of impact that could be used to compare across states

o   Pursue discussions with evaluators

o   Pursue discussions with USED Title IA and SPED office around the use of Educational Technology to meet the needs of Title IA and SPED students.

The ability to responsibly use appropriate technology to communicate, solve problems, and access, manage, integrate, evaluate, and create information to improve learning in all subject areas and to acquire lifelong knowledge and skills in the 21st century.
