The United States Department of Education (USDE) hosted a webinar to discuss fiscal considerations for IDEA Stimulus Funds. From this, we received some valuable information that represented some flexibility for districts with the IDEA Stimulus Funds relative to the amount of IDEA ARRA funds that are required to be spent by June 30, 2010. With June 30, 2010 only 3 months away, we are sending this reminder message to ensure that you are prepared to expend the appropriate amount of your 2009-2010 IDEA ARRA subgrants by that date. |

Attached below is an Excel file with updated allocation tables for FY 2009-2010. Columns I through M contain the contain the specific ARRA-related elements. The other columns include information related to the regular IDEA awards or the combined totals. This is the same format as the estimates that were posted at the end of April. |

Update/New Information on American Recovery & Reinvestment Act (ARRA) Funding Under IDEA The United States Department of Education (USED ) hosted a webinar on April 21, 2009 to discuss fiscal considerations for IDEA Stimulus Funds. Oregon was active in this event, posing several questions for clarification. From this we received some valuable responses from USED that represent greater flexibility for districts with the IDEA Stimulus Funds. Please look carefully at items #2 and #4 for some very new information.

The American Recovery and Reinvestment Act of 2009 (ARRA) (Public Law 111-5) appropriates significant new funding for programs under Parts B and C of the Individuals with Disabilities Education Act (IDEA). Part B of the IDEA provides funds to state educational agencies (SEAs) and through them to local educational agencies (LEAs) to help them ensure that children with disabilities, including children aged three through five, have access to a free appropriate public education to meet each child’s unique needs and prepare each child for further education, employment, and independent living. Part C of the IDEA provides funds through the Grants for Infants and Families program to each state lead agency designated by the Governor to implement statewide systems of coordinated, comprehensive, multidisciplinary interagency programs and make early intervention services available through early intervention service (EIS) programs to infants and toddlers with disabilities and their families.

Q: I understood that there would be added dollars to IDEA to help the federal governmenthonor its promise to fund a higher percentage of the cost of IDEA, and that those dollars could be used as costs. However, after reading the guidelines sent out from the Department around how those dollars are spent, it seems we must use the dollars to expand our program, and that the districts are being discouraged from accessing that money. The idea of significantly growing that one program in our district at a time when we are looking at cutting all others does not seem reasonable. |

Details on accessing the funds, tracking funds, measuring the outcomes, etc will accompany the notification.

We expect to have this notification of funds to districts no later than the last week in April. Our contractor has been notified to run the formula as quickly as possible so that we can get these funds to you. Details on accessing the funds, tracking funds, measuring the outcomes, etc will accompany the notification. |

AMERICAN RECOVERY & REINVESTMENT ACT of 2009 FUNDING UNDER THE INDIVIDUALS with DISABILITIES EDUCATION ACT (IDEA) This document includes four questions relative to ARRA funding under IDEA, including allocations, suggestions for use of these funds and clarification on maintenance of effort (MOE).

School districts are encouraged to focus the use of these funds on short-term investments with the potential for long-term benefits. Districts should use IDEA funds to build on evidence based practices that have proved successful over time. By late March, 2009, USED will release 50% of funds Part B, IDEA to state educational agencies, based on previously submitted and approved state applications. These funds will be distributed by late April 2009 under the IDEA formula used for all IDEA flow through funds. The remainder of these funds will be awarded during the period July 1 to October 1, 2009, based on amendments that the state will be required to make to FY 2009 IDEA, Part B application that address how the state will meet the record keeping and reporting requirements of the ARRA.
